UK Resident Expats Entitled to State Health Care When Travelling in EEC
If you're travelling in Europe, be sure to to get your European Health Insurance Card (EHIC). All UK residents are entitled to coverage under this scheme regardless of nationality, however, those who are not EEA nationals will need to apply by post with supporting documents. Forms are available from the post office.
It is important to note that the EHIC card is NOT a subsitute for travel insurance, you should have BOTH.
The NHS site also provides information about health care in specific EEA countries and non-EEA countries that take part in reciprocal healthcare arrangements.

I applied for one of these early last month and I'm still waiting. My wife (UKC) applied for hers online and got it a few days later. Let's hope I get mine before our holiday in September.
I went to the post office and they didn't have any - just driver license applications. Do you have to ask for it from one of the clerks?

This card id FREE.
Do not be duped by some websites into paying for it. Google EHIC and pick the NHS website and it will give you a link to a free site to apply for one.
You need an NI number to get one. I got mine in about 5 days.
